Migration

Workers who were already members or had applied to become members of the DBoCWWB, must migrate their membership onto the new DBoCWWB website to continue with their applications and to avail entitlements.

❖ What is Migration?

All construction workers who were either registered or had applied to register on the previous E-District Website must shift their membership/application details to the new website. This process is known as 'Migration'. Post Migration, the worker can login and continue with their applications for Registration/Renewal on the new website.

❖ Do I need to Migrate my details?

All construction workers who were either registered, had applied to register and had applied for renewals on the previous E-DistrictWebsite must shift their membership/application details to the new website using the migration option here.
If a worker has never applied to register themselves on E-District or you are a worker who never applied to digitise their manual registration, they DO NOT need to migrate. They may proceed with applying afresh by clicking here.

❖ How do I Migrate onto the new DBoCWWB Website?

Step 1 :Open the DBoCWWB Website and Click on the Migration Option : here

Step 2 :Enter your 14 digit E-District Registration Number

Step 3 :Confirm your registered mobile number on the new website. In case an incorrect mobile number was previously registered with the Board, the worker has an option to change their registered mobile number at this stage

Step 4 : Enter your Name and DoB

Step 5 :Set a password of your choice and re-enter it again in the next box.

Your password should have :

1.A Special Character such as ‘@ ! # $’ etc.
2.Alphabet in Upper and Lower Case such as ‘N, n’
3.A number such as ‘1,2,3,4…’


Step 6 :Enter your Gender and Submit the Form

Step 7 : Enter the OTP received on the registered mobile number confirmed by you.

Using the Aadhar Card Number and the Password set by the worker at the time of Migration, the worker can Login to the DBoCWWB Website here

❖ At the time of Migration, the website mentions that the worker’s Aadhar details do not match the Registration information. How do I proceed?

To successfully migrate to the new website, the Name, DoB and Gender entered in the migration form must match the registration details that are already present with the DBoCWW Board and on the worker’s Aadhar Card. In case of a mismatch with the Aadhar credentials, the workers must make sure to update their Aadhar Card.

❖ My application for registration on the E-District website is pending, should I migrate my details?

Yes, workers who had already applied for registrations on the E-District and their applications are still pending MUST migrate to the new website. They can use the 14 digit acknowledgement number mentioned on their E-District issued Acknowledgement Receipts to migrate.
Post login, they will find their pre-filled application open for them to review. Once having filled the missing details on the form and finally reviewing their application, workers will have to re-submit their applications. They will NOT be asked to repay the fees.

Registration on the DBoCWWB Website

In order to become a member of the DBoCWWB, the worker must apply through the DBoCWWB website.

❖ How to Register yourself on the DBoCWWB Website ?

Step 1 :Open the DBoCWWB Website and Register yourself on the website : here

Step 2 :Enter the following details to get started :

1.Aadhar Card Number
2.Name as on Aadhar Card
3.Mobile Number (need not be linked to Aadhar)
4.Date of Birth as on Aadhar Card


Step 3 :Enter a password of your choice and re-enter it again in the adjacent box.

Your password should have :

1.A Special Character such as ‘@ ! # $’ etc.
2.Alphabet in Upper and Lower Case such as ‘N, n’
3.A number such as ‘1,2,3,4…’

An example of a strong password can be @Name1234


Step 4 : Select your Gender : Male, Female or Other

Step 5 :Select ‘Register’

The worker has now successfully registered themselves on the Website.

They can now use their Aadhar Number and their password to Login into the website to apply for services. To Login click here.

❖ How to Login to the DBoCWWB Website ?

Once the worker has registered themselves on the DBoCWWB Website using the steps given here,
Using the Aadhar Card Number and the Password set by the worker at the time of Website Registration, the worker can Login to the DBoCWWB Website here.

❖ What to do if I forget my Login ID and Password ?

The Login ID is the worker’s Aadhar Card Number, which they entered during website registration.
In cases where the password has been forgotten,

Step 1 :Enter your Registered Aadhar Number in the link given here

Step 2 :Press ‘Forgot Password’.

Step 3 :Enter your registered mobile number.

Step 4 :Press ‘submit’. An OTP will be sent to your phone.

Step 5 : Enter the OTP on the Website.

Step 6 :Enter a Fresh Password on the Website. Re-enter the password in the adjacent box.

Step 7 : Press ‘submit’. The worker can now login to the website with their Login ID and new Password.


Additionally, the worker can also make use of two other options to login :

  • Login via Registration Details, by entering their 14 digit registration number, DoB and Aadhar Details.
  • Login via OTP, by entering the Aadhar Number the worker will receive an OTP on the mobile number registered with the DBoCWWB.

❖ In case of change, how does the worker update their Aadhar related changes on the website?

If the worker updates any details on their Aadhar, such as DoB, Name, Address among others, the updated changes will automatically reflect on the DBoCWWB Website. The worker need not visit the DBoCWWB or the District Office for such updation on the website.

❖ In case of change, how does the worker update their registered Mobile number on the website?

The facility to amend a worker’s registered mobile number on the new DBoCWWB Website is still under process. However, workers who are migrating their membership from E-District Website to the new DBoCWWB Website have an option to update/revise their mobile numbers in the migration form.

Applying for Registration & Renewal of Construction Certificate

To avail benefits under the Building and Construction Workers Act in Delhi, workers must register themselves with the DBoCWWB. Once they receive a construction certificate, popularly known as the labour card, they will become a member of the Board.

To keep this membership active, the Construction Certificate/Labour Card must be renewed every year.
❖ Who can be a registered worker with the BoCWW Board in Delhi ?

The Construction Certificate/construction worker Labour Card can only be applied for by workers engaging in Building and Other Construction Activities.

Any Building and Construction Worker can apply for registration, who has

  • Completed 18 years of age, but has not completed 60 years of age.
  • Owns an Aadhar Card from any place in India.
  • Employment Certificate of having worked not less than 90 days in preceding 12 months.
  • Proof of Residence of Delhi (For Documents, refer below)

❖ What is a Construction Certificate/Labour Card?

As an enrolled member with BoCW Welfare Board, the worker will receive a Construction Certificate popularly known as the Labour Card. A Construction Certificate/Labour Card is a document with the worker’s personal details like DoB, Address, Registration Number, Date of Registration along with details of the next date of renewal.
The Construction Certificate/Labour Card is to be shown when applying for any of the claims under the BoCW Act. It is important for the worker to renew their Construction Certificate/Labour Card in order to remain active members. This renewal must be undertaken on a yearly basis.

❖ What is a Registration Number?

Upon registration, a 14 digit unique registration number is generated for each worker. The number often starts with 5138…. Earlier the registration number was 7 and 10 digits.

❖ I am from another state but working as a construction worker in Delhi, can I get registered?

Yes, a Construction Worker native to any place in India, but working in Delhi can register with the DBoCWWB. The Construction Workers must own an Aadhar Card from any place in India and should have a Proof of Residence of staying in Delhi. Please refer here to understand other eligibility criteria.

❖ I am registered as a Construction Worker with the BoCW Welfare Board of another State but working in Delhi as a construction worker, can I get registered?

No, Building and Construction Workers registered with BoCW Welfare Boards of Other States cannot register with the Delhi Board. Construction workers can only hold membership of one BoCW Welfare Board at a time.

❖ Can members in my family also register if they are all registered construction workers?

Yes, if there are more than one member in the family who are engaged in Construction Work, they can all register under the DBoCWWB.

While Documents for Updated Bank Account Details and Family Details are optional in the registration/renewal process, it is strongly advised that the worker upload these documents at the time of registration in order to ensure smooth access to claims.

❖ Where can I apply for Registration/Renewal ?

Registration and Renewal Applications can be applied online through the new DBoCWWB Website. The worker can register themselves on the website, generate a password. If the worker is unregistered, i.e, they are visiting the website and registering themselves for the first time, the registration form will open automatically.

To apply for a Renewal, login to the website and click on the ‘Apply for Renewal’ button on the dashboard to proceed with the application.



Registration and Renewals are only accepted online. Please do not visit the district offices for applications.

❖ If the worker had a Construction Passbook/Manual Registration Copy, could they continue to use it?

Workers having Construction Passbook/Manual Registration Copies need to convert their passbooks to the Digital Registration Format. They can apply for the service titled ‘New Registration’ on the new DBoCWWB Website from the website’s landing page.

Upon opening the registration form, the worker has to follow the instructions given below :

‘Are you a registered construction worker?’ → Select ‘Yes’ from the dropdown → Enter the following details,

  1. Existing/Old Registration No. :
  2. Date of Initial Registration :
  3. Date of Last Renewal :
  4. Registration Valid Upto :

After filling these details, proceed with filling the rest of the registration form.

At the time of applying for this service, please ensure :

  • The Date of Initial Registration entered in the system is the same as the Date of Registration mentioned on the worker’s Construction Passbook/Manual Registration Copy
  • Images of Pages 2, 3, 6 & 7 of the Construction Passbook/Manual Registration Copy are also clearly uploaded with the application along with other documents necessary for registration.
  • The Construction Passbook/Manual Registration Copy is stored safely with the worker after they receive the new Digital Registration Copy.

❖ I have misplaced my previous registration details, can I still apply?

Yes, the worker may visit their local District Office to locate their previous registration details before filling the form. Click to find the District Offices Address.

❖ What is the Registration/Renewal fee ?

Registration : Rs. 25/- Renewal : Rs. 20/- and Rs. 2/- per month (late fee)

❖ How do I know if my labour card is ready and where can I download it?

Upon tracking their application and finding that their Application has been Approved, the next step will be to download the construction certificate/labour card. For this they will have to login to the website. This can also use the login button at the bottom of the tracking pop-up box.

After login, the worker will see a dashboard with ‘Approved Application’ mentioned in front of the Application Number and the Name of the Application Submitted. Click on the Application Number.



On the left side of the screen, click the ‘Acknowledgement/Certificate’ button. Then click on the ‘Registration Certificate’ button to download the newly registered/renewed construction certificate/labour card.

❖ I had already submitted my form on E-District for Registration/Renewal, do I have to fill it again?

A worker who had already applied for Registration or Renewal on E-District Website MUST migrate onto the new website first. To know more about the process of migration, please click here.
Post migration, the worker will login to find their pre-filled Registration or Renewal form. The worker must review the form once, fill any empty fields and re-submit the same on the new website. The worker will NOT be asked to pay the fees again.

Applying for Amendment Service

Using the Amendment Service, Registered Construction Workers have the opportunity to correct or change their existing details. In case of any errors or any changes in these details, workers can apply for this service to amend these details along with uploading relevant proofs attesting to the change.

❖ What kind of Amendment Services are available on the Website?

A registered Construction Worker can apply for the following Amendment Services on the DBOCWWB Website :

  1. Addition in Previous Particulars of Family Member Details
  2. Deletion in Previous Particulars of Family Member Details
  3. Amendment in Previous Particulars of Family Member Details
  4. Amendment in Previous Particulars details of the Children studying in the school/institute/college/university
  5. Amendment in Previous Particulars of the Bank Account Details
  6. Amendment in Previous Particulars of the Nature of Work category of the Applicant
  7. Amendment in Previous Particulars of the Nominees Details
  8. Amendment in Previous Particulars of the Personal Details

❖ Can I use this service to amend details in my application form?

No, only registered Construction workers who have received their registration certificates can apply for this service.

Once submitted, no changes can be made in the Registration/Renewal/Amendment or Claims Application Forms. When an officer raises a query on the form, only then, particular details requested can be changed. To know more about queries and responding to them, please refer to this section.

❖ How can I apply for this service?

A registered Construction worker can apply for the service after logging in to the website. After login, the worker will see a dashboard. Select the ‘Apply for Amendment’ button and select the service the worker wants to apply for.


After applying for the service, the worker is requested to download the acknowledgement receipt. The receipt will help them track the application status.

Amendments are only accepted online. Please do not visit the district offices for applications.

❖ Is there any fee charged to apply for the amendment service?

No, The DBoCWWB Website does not charge any fee for applying to any amendment service.

❖ How do I know if my amendment has been approved?

The worker can use the track feature available on the website’s landing page. Choose ‘Amendment Application’ from the dropdown menu and enter the application number mentioned in acknowledgment receipt. Click Track Application now and a pop-up box will indicate the current status of the Amendment Application. If the Status mentions ‘Application Approved’, the Amendment application has been sanctioned. To know what the other Status Updates on the application mean please refer to this question.


Once tracked, the worker can now login to the website with the link given in the pop-up box and download their construction certificate with the amended details.

Claims & Ex-Gratia

A Construction worker who is a registered member with the DBoCWWB, is eligible to certain welfare entitlements. These Welfare Entitlements support workers at different stages of their lives, such as at Marriage, Old Age etc.

❖ What are COVID & Pollution Ex-gratia amounts? How does the worker know that they are eligible?

Construction Activity was banned/restricted 3 times between 2020-21. The first 2 times were on account of COVID’s 1st and 2nd waves in mid 2020 & 2021 respectively. The 3rd lockdown took place at the end of 2021 on account of increasing pollution levels in Delhi.

To support Construction Worker through the same, the DBoCWWB released ex-gratia amounts to workers who were registered with the Board at this time. These are one time payments, i.e., workers would have received these amounts once during each lockdown/ban/restriction.

Eligibility and Amount :

  • If the worker was a registered member before November 24, 2021, upon renewal they will receive, Rs. 5,000 for the Pollution Lockdown
  • If the worker was a registered member before May 30, 2021, upon renewal they will receive, Rs. 10,000
  • i.e, Rs. 5,000 for the Pollution Lockdown + Rs. 5,000/- for the 2nd Covid Wave/Lockdown = Rs. 10,000/-
  • If the worker was a registered member before 2018, upon renewal they will receive, Rs. 20,000/-
  • i.e.,Rs. 10,000/- (First Covid wave/lockdown) + Rs.5,000/- (Second Covid wave/lockdown) + Rs. 5,000 for the Pollution Lockdown = Rs. 20,000/-

❖ How does the worker check if they have received the Claims & Ex-Gratia amounts in their account ?

The worker can refer to the lists published on the DBoCWWB’s website here using their registration details.

❖ The worker is not receiving the Claims and/or Ex-gratia amounts due to Incorrect Bank Details, how can they correct them?

In order to correct or add their bank details on the Construction Certificate/Labour Card, the worker can apply for the service titled ‘Amendment in Bank Details’ on the DBoCWWB Website.
The worker would be required to upload the following document on the website,

  • Updated Bank Details : Cancelled Cheque/Bank Passbook with updated bank details
  • Updated Bank Details with Account Number, Branch Name, IFSC Code etc.

Acknowledgement Receipt & Track Application

After applying for any service at the DBoCWWB Website, such as Registration, Renewal, Amendment or Claims, the worker will receive an Acknowledgement Receipt. Using the details on the Acknowledgement Receipt the worker can track the status of their application. Post submitting an application, it is important to download and keep the application receipt.

❖ What is an Acknowledgement Receipt ?

The Acknowledgement Receipt contains the following details :

  1. Application Number
  2. Name and District
  3. Type of Service availed (Registration, Renewal etc.)
  4. Date of Application
  5. Details of any amount paid by the worker during the application process on the DBoCWWB Website

The Application number is a 14 digit number using which the worker can track the status of their application.

❖ How can one track the status of my Application on the Website ?

To track, the worker can use the track feature available on the website’s landing page. Choose the ‘Type of Service’ availed, i.e, whether the application was for Registration/Renewal/Claims/Amendment. In the white box, enter the application number mentioned in the acknowledgment receipt. Click Track Application now and a pop-up box will indicate the current status of the Application.


Once tracked, the worker can now login to the website with the link given in the pop-up box and download their construction certificate with the amended details.

❖ How does one make sense of the tracking details provided on the Website ?

Stages of the Application :

Application Initiated : Submitted Application by the worker has been picked by the District for checking.

Dealing Assistant / Manager Verification Status : Submitted Application is being/has been checked by the Dealing Assistant/Operations Manager of the District

Deputy Secretary Verification Status : Submitted Application is being/has been checked by the Deputy Secretary of the District

Accounts Verification Status : This is only for Claims. Submitted Claims Application has been checked by the District and shared for processing with the Accounts Dept. at the Headquarter.

Status of the Application :

Application Validated : Submitted Application has been checked by the District

Application Approved : Submitted Application is being checked by the District. In case of Registration/Renewals/Amendment, the Construction Certificate can be downloaded after logging in to the website.

Application has Deficiencies : Submitted Application has been returned to the worker due to errors/deficiencies in their Application. The raised error/deficiency in the Application has to be corrected by the District.

Application Rejected : Submitted Application has been rejected by the District.

Responding to Queries

Queries are the questions, errors or deficiencies that are raised by District Officials on the registration / renewal /claims /amendment applications submitted by the worker.

What kind of queries/deficiencies can be raised on the application?

Type 1 of Errors/Deficiencies : Can be raised on the Images/Documents uploaded by the worker at the time of application submission.

Images/Documents are not Visible : This means that the particular Images/Documents uploaded are of low resolution/quality and are not clearly visible to the Officials. In this case, the worker will have to re-upload the image/document in question

Type 2 of Errors/Deficiencies : Can be raised due to a mismatch between the Details provided and the Images/Documents uploaded by the worker at the time of application submission.

Invalid Detail/Incorrect Document Uploaded / Discrepancies in Entries and Details given on Documents : This means that the particular details provided/document uploaded are invalid. In most cases, this deficiency is raised when there is a mismatch between the detail provided and the supporting document uploaded as proof. In some cases, the wrong details/documents may have also been uploaded during application submission. Here, the worker may have to re-submit the application with the correct details/documents.

How can I respond to the queries raised?

Upon tracking their application and finding that queries/deficiencies have been raised, the worker will have to respond to the same by clicking the login button. They can also use the login button at the bottom of the tracking pop-up box.

After login, the worker will see a dashboard with ‘Application has Deficiencies’ mentioned in front of the Application Number and the Name of the Application Submitted. Click on the Application Number.



At the top of the screen the details of the queries/deficiency raised will be displayed. Navigate to the particular field/document that has to be correctly uploaded. Once done, click on the submit button at the bottom of the screen.
