Government of India enacted Act 27 of 1996 on 19th August 1996, viz. the Building and Other Construction Workers (Regulation of Employment & Conditions of Service) Act, 1996 to regulate the employment and conditions of service of building and construction workers and to provide for their safety, health and welfare measure and other matters connected there with or incidental there to.
In accordance with Section 62 of the Act, the Delhi Building and Other Construction Workers (Regulation of Employment and Conditions of service) Rules, 2002 was framed to implement the provisions of the Act. Further, the Delhi Building and Other Construction Workers Welfare Board has been established under Section 18 (1) of the Act to perform the functions assigned to it by the Act and to undertake welfare and social security measures for the registered building and other construction workers in NCT of Delhi.
1.The Board May :-
a) Provide immediate assistance in case of accident.
b) Make payment of pension to beneficiaries who have completed the age of sixty years.
c) Sanction loans and advances to a beneficiary for construction of a house not exceeding such amount and on such terms and conditions as may be prescribed.
d) Pay such amount in connection with premia for Group Insurance Scheme of the beneficiaries as it may deem fit.
e) Give such financial assistance for the education of children of the beneficiaries as may be prescribed.
f) Meet such medical expenses for treatment of major ailments of a beneficiary or, such dependant, as may be prescribed.
g) Make payment of maternity benefit to the female beneficiaries.
h) Make provision and improvement of such other welfare measures and facilities as may be prescribed.
2.The Board may grant loan or subsidy to a local authority or an employer in aid of any scheme approved by the State Government for the purpose connected with the welfare of building workers in any establishment.
3.The Board may pay annually grants-in-aid to a local authority or to an employer who provides to the satisfaction of the Board welfare measures and facilities of the standard specified by the Board for the benefit of the building workers and the members of their family, so, however, that the amount payable as grants-in-aid to any local authority or employer shall not exceed :-
a) The amount spent in providing welfare measures and facilities as determined by the State Government or any person specified by it in this behalf
b) Such amount may be prescribed
1.Improving the working conditions and the quality of life of Construction workers.
2.Implementing policies / programmes / schemes / projects for providing social security and welfare measures.
3.Regulating conditions of work, occupational health and safety of workers by adopting best work practices.
4.Imparting skill development training to registered construction workers and their family members by setting up of vocational training centers.
5.Strengthening enforcement of labour laws and promoting skill development and employment services.
6.Maximum number of registration of Building & Other Construction Workers.
7.Proposed Online Registration of Building & Other Construction Workers.
8.Imparting skills to registered Building & Other Construction Workers by setting up of world Class Construction Academy.
9.Disbursement of various welfare benefits to the beneficiary in a time bound manner.
10.Integrate Schemes of the Board under ESLA(Electronic Service Level Aggrement) Scheme.
1. An amount of 142.20 Crores has been disbursed as financial assistance for education till March 2009 to 2019, to the wards/ children of registered construction workers studying in various schools under Delhi Govt. which has benefited 2,89,744 children/ wards (disbursement is through Directorate of Education - Govt. of NCT of Delhi)
2. Financial entitlements under various welfare schemes have been cosiderably revised w.e.f 10.02.2012 which include maternity benifit from Rs.1,000/- to Rs. 10,000/- Pension Benefit from Rs 150/- per month to Rs. 1,000/- per month Advance for Purchase or Construction of house from Rs 50,000/- to Rs. 1,50,000/- financial assistance from marriage from Rs. 2,000/- to Rs. 10,000/-etc
3. Financial entitlements under various welfare schemes have been cosiderably revised w.e.f 04.03.2016 which include maternity benifit from Rs.10,000/- to Rs. 30,000/- Pension Benefit from Rs 1,000/- per month to Rs. 3,000/- per month Advance for Purchase or Construction of house from Rs 1,50,000/- to Rs. 5,00,000/- financial assistance from marriage from Rs. 10,000/- to Rs. 35,000/(son) Rs. 51,000(Daughter)-etc
4. The Board has formulated very attractive financial assistance scheme for children of construction workers which provides financial assistance from Class-I to Master's Degree ranging from Rs. 500/- per month to Rs. 10,000/- per month. Courses covered are Graduation , MBA , MCA, LLB, MBBS,etc.
5. The Board has spent an amount of Rs. 21207.33 Lakhs on various welfare Schemes benefiting large number of construction workers.
6. The Board has registered 5,52,843 Construction Workers in Delhi.
Every registered member needs to renew himself or herself after every one year. Renewal fee.- Rs. 20/- per annum only.
Eligibility:
1. Minimum 90 days of working as a construction worker.
2. Renewal can be done from any of the district offices.
